Systems can handle any of the following options
for enforcement. As an enhancement
to the SafeSuite Monitor, Siemens ITS offers collision
and near-miss prediction software. Using intelligent
detection algorithms for tracking each approaching
vehicle,
Siemens ITS can determine the location of vehicles
and their speed. This added with knowledge of
the signal state and local intersection timings
allows the software to predict when collisions
or near-miss situations will occur. This data
can be used as part of a real-time collision avoidance
system, or combined with SafeSuite Monitor for
a detailed analysis of intersection safety characteristics.

Enforce - Red Light Photo Enforcement Program

As an enhancement
to Collision & Near-Miss Prediction software,
Siemens ITS offers a complete Red Light Photo
Enforcement program. Siemens ITS offers the fastest
operating, most accurate, state of the art digital
imaging software program on the market today.
Siemens ITS - Precision Traffic Systems developed
this software to work with the Siemens ITS local
software programs Next-Phase and SE-PAC. These
programs can run concurrently in an ATCnX controller
running the Linux operating system. The real tangible
benefits to the consumer are that the program
can run in the existing intersection control cabinet
as just a software enhancement. The only real
changes in the street are installing cameras,
flash devices poles, wiring and detection devices.
This results in a far less costly installation,
and one that is better aesthetically to the motoring
public.
Red
light violations are tracked as with the Collision
& Near-Miss software using a high resolution
camera. Violation data and images are automatically
combined and sent over a secure network for citation
processing. A high performance image capture system
records even high volume, multiple violation occurrences.

Siemens ITS uses only high resolution
digital cameras, which have a much faster operations
and better performance characteristics than traditional
wet film cameras. The minimum resolution used
is 4.2 mega pixels. Our cameras use unique filtering
processes to bring out true license plate color
imaging. All cameras have locks to prevent unauthorized
access or tampering.
Depending on local laws either one
or two images are required for processing violators.

If one image is required the image
is usually from the rear of the vehicle and the
violations are ticketed to the registered owner. |

If two camera images are used, then an additional
camera in front or to the driver's side of the vehicle
is also used, and the infractions follow the driver
not the vehicle. |

Note: Some systems require
a motion video clip which captures the complete
violation. This is usually 6 to 8 seconds of video.

The red light enforcement
software runs on Nema rated computers running the Linux
based operating system. This same computer can be used
for the local intersection software greatly reducing
the amount of field components required. If an agency
does not want the enforcement software to reside in
the same cabinet as the signal control, it can be separate,
but it requires a physical connection to the control
cabinet for monitoring of the intersection timings.
Digital camera flashes
are remotely installed at critical locations to best
capture the violating vehicles. The flash used works
at .2 milliseconds which is too fast to cause any visual
impairment to other drivers.
Western Systems uses
the Iteris Vantage video detection system for its detection
of red light violations. The Iteris system is highly
adaptable and will function in all types of signal control
cabinets, and it is easy to install and maintain.
The system requires
a high speed connection for the transfer of digital
images. Direct fiber connections are optimal but other
methods are acceptable.

and Transmission System |
Siemens ITS utilizes
the highest levels of network security and evidence
control to make sure the integrity of the system and
its images are sound and the violation data is non-corrupted.
Complete system control and network security are mandatory
requirements for a functional system to be used as courtroom
evidence. Siemens ITS uses the same approach to security
as does the banking Industry.

Processing / Financial Management |
Siemens ITS uses the
SMARTCM software developed by CTS-America for all of
its citation processing. The SMARTCM is the most commonly
used software in the nation and is recognized as the
industry leader in this arena. While many agencies prefer
to do the citation management internally, it is possible
to have Siemens ITS do all the billing, crediting and
payment receipts on citations.

The SMARTCM software
allows officers to access violator data through a remote
web server and review citations prior to processing.
In addition, these images can be ported to a separate
server for review by the citizens given they have a
citation number and a license plate number.
