PLANNING AN ATTAIN GRANT? HERE’S WHAT MAKES A COMPETITIVE APPLICATION

Attain_Blog Banner

With $120 million in available funding, awards of up to $12 million per project, and approximately 20 agencies expected to receive funding, now is the time to evaluate your project and prepare a competitive application. Please note that the program includes a cost-sharing (matching) requirement.

Federal funding can help accelerate transportation projects—but successful ATTAIN applications aren’t built around technology alone. They’re built around measurable outcomes.

As you prepare your application, it’s important to demonstrate how your project will improve safety, mobility, operational performance, and long-term infrastructure resilience. The strongest applications clearly connect technology investments to real transportation challenges and measurable public benefits.

With the July 27, 2026 deadline approaching, now is the time to evaluate whether your project aligns with the program’s priorities and identify opportunities to strengthen your application.

What FHWA Wants to See

Rather than listing technologies, focus on answering these questions:

Does the project solve a transportation problem?

Clearly define the challenge your agency is addressing and why it matters.

Can the benefits be measured?

Demonstrate expected improvements such as:

  • Reduced crashes
  • Improved travel times
  • Better traffic flow
  • Increased system reliability
  • Reduced maintenance costs

Is the project ready?

Projects with defined scopes, implementation plans, partnerships, and long-term operations strategies are typically more competitive.

Real-World Deployments Matter

One of the best ways to strengthen a project is to build on proven implementations.

Western Systems has partnered with agencies across the United States to deploy:

  • AI Detection
  • Connected Vehicles (C-V2X)
  • Adaptive Traffic Control
  • Communications
  • Resilient Infrastructure
  • ITS Monitoring

These deployments provide valuable experience that can help agencies evaluate project concepts, implementation strategies, and long-term operational considerations.
